it's for half jackets.
you pour that core, slip it in the jacket and swage the two together.
yeah i got the stuff, [jackets too] but not that mold.... LOL

If you are a revolver hunter, it is great as you can vary the alloy of the core to the game. However, it is not cheaper than buying commercial jacket bullets .

those are some short cups.
probably 1/4 jackets.

my 44 half jackets are 426-7 OD by 323 tall, i have some slightly longer ones at more like 344, and 4? i forget now 433?443?

my 45's measure 449 OD, and come in various lengths.
they make 3-4 different jacket lengths so you can go from a long gas check 1/4 to a FMJ in 45 acp, or a 3/4 250gr. colt jacket.
the 44's 357's etc. run pretty much the same way.
you use the jacket length you want and squish the lead out above it.

so for that mold if you used a 1/4 jacket and squished it up, the drive band would run all the way down to the cup, and your bullet would get shorter to fill out the die.
