IF your re-sized brass won't fit in the drop gauge.
Occasionally I have resized brass that won't fit/drop all the way into a Case case-length headspace Gauge! so I re-lube it and resize it again (with the die touching the shell holder) Still no go. I was talking with my shooting buddy and he said "IF you have a steel Case Length Headspace Gauge, turn the piece of brass around and wiggle it into the Case Length Headspace Gauge! the case base can pick up burs

If you have an aluminum Case Length Headspace Gauge then use emery paper on the rim.
