Have never worked with pistol brass. Have always purchased loaded ammo.
Do you anneal pistol brass the same as rifle brass?
No where near ready to reload yet so have a lot of time!

Same process. I hadn't annealed pistol brass until recently. I had some really tired 44Mag brass that had no neck tension after sizing, some here recommended annealing, brought them back to life. ;)

You can and it helps. I know I'm saying water is wet here, but make sure you only anneal approximately 3/8" or so. You don't want too long of a dwell time in the flame. I have a Vertex machine and it makes it ridiculously easy.....after you know how to use it. It's a Goldilocks kind of thing. Tempilac is your friend, at least until you have the hang of it.
