i've seen 3 part molds before, but they were more traditionally shaped like a lyman 4 cav. cut twice.

What makes him think it's a bullet mould? I can't think of a projectile that those dimensions relate to, and there is no sprue plate, and there is a small hole at the other end that would preclude it from holding molten lead unless it plugged in some way.
Maybe it's a candle mould? The hole in the small end would be where the wick comes through?
Don't know - just guessing.
