Unless it's a typo, thats @ 25 years from comissioning to BG.

General Crozier... appointed to West Point from Kansas. His graduation occurred in 1876, when he was appointed a second lieutenant of the Fourth Artillery. Five years later he became a first lieutenant of the Ordnance Department. He was promoted to captain in 1890, and appointed brigadier general and Chief of Ordnance November, 1901. His reappointments have followed in regular order.

Appointments up to Colonel were by seniority. The President, with the approval of Congress, could appoint anyone to Brigadier General, Major General or Lieutenant General. Black Jack Pershing was a Captain in 1902, promoted to Colonel in 1903 and Brigadier General in 1905 with no steps in between. Remember that George Custer was only a Major in the Regular Army, but was called "General" because he was a general in the War of Northern Aggression as a "Volunteer" with the general officer rank.
