Took me awhile to ID the red and white striped post, but the "X" on the left hand side factors into Germany. Plus the black turnouts and vest over the top says Deutschland.

The rail line is local, not high-speed and through a residential neighborhood. Older brother spent a couple of summers teaching in Germany lately and he says that is most likely correct.
